Pirated IPTV services generate over € 1 billion in profit in Europe alone. Many customers still prefer to pay for “pirate” services, even considering that they risk being caught by the police. European authorities have been dismantling several illegal networks and even investigating users who use the service.
Italian authorities recently dismantled an illegal IPTV network and are investigating more than 50,000 users.
The operation was coordinated by the Milan Public Ministry, which dismantled a pirated IPTV network. Usually, in this type of actions, the operational entities only disconnect the servers and condemn those responsible for the illegal services. However, in this Italian action, the authorities will also investigate the more than 50,000 users who used the service. IPTV customers may be convicted of improper access to copyrighted content. Fines range from 2,500 to 25,000 euros.
The complaint was lodged by the Italian operator Sky and also by the country's Serie A football league.

In Portugal, users who illegally distribute TV signals commit at least four crimes punishable by sentences of up to five years in prison and large fines. The crimes in question are:
- Usurpation- who faces up to three years in prison
- Protection of technological measures- Maximum sentence of one year in prison
- Illegitimate access- imprisonment between one and five years
- Detention of illicit devices- Penalty can go up to three years in prison
Operator losses are estimated to be around 600,000 euros per month. In Portugal, the monthly price of a subscription for TV + Internet is around € 31.4.
